The Permanent Settlement — The Root of the Land Problem
- Absentee landlordism — the zamindar had no reason to live on, or improve, the land
- Sub-infeudation — layers of intermediaries between the zamindar and the actual cultivator, each taking a cut
- No incentive to invest, because the revenue was fixed but rents could be raised on tenants
- Insecure tenancy — the cultivator could be evicted, so had no reason to improve either
This is why Bihar's land question is different from Punjab's or Maharashtra's: those regions had ryotwari or mahalwari settlements, where revenue was assessed on cultivators or villages rather than on a permanent proprietor.
