Local government is the part of the Constitution that reaches a citizen most often and gets studied least. It is also, for an exam, unusually generous — almost every question is a paired fact, and the pairs are symmetrical. Two amendments passed in the same year, one rural and one urban, each adding a new Part to the Constitution, each adding a new Schedule, each fixing a five-year term and a one-third reservation for women.
That symmetry is the whole difficulty. Because the two Acts are twins, the paper's favourite move is to attach the rural number to the urban body: the Eleventh Schedule offered for municipalities, Part IX-A offered for panchayats. A candidate who has learnt the facts singly gets caught; one who has learnt them as two columns side by side never does. Read this topic as a table, not as a story, and check every number against its column.
