• Constitutional, Statutory and Executive Bodies — The One Test That Sorts CAG, ECI, UPSC, the Finance Commission and NITI Aayogसंवैधानिक, वैधानिक एवं कार्यकारी निकाय — वह एक कसौटी जो सीएजी, निर्वाचन आयोग, यूपीएससी, वित्त आयोग और नीति आयोग को अलग कर देती हैEvery paper asks which body is constitutional and which is not, and one test settles it: if a body has its own Article, it is constitutional; if it exists because Parliament passed an Act, it is statutory; if it exists because the Cabinet resolved to create it, it is neither. So the Election Commission is Article 324, UPSC is 315, CAG is 148, the Finance Commission is 280, the Attorney General is 76, and the GST Council is 279A — while the NHRC, CVC, Lokpal and Central Information Commission are statutory, and NITI Aayog is an executive resolution of 2015 with no Act behind it at all. CAG has a six-year term or age 65, is removed like a Supreme Court judge, and its report is dissected by the Public Accounts Committee. The Election Commission does not run panchayat or municipal polls — the State Election Commission does, under Articles 243K and 243ZA. Two traps repeat everywhere: NITI Aayog offered as constitutional, and the CAG described as controlling how money is issued when it only audits after the fact.6 CARDS · 8 QUESTIONS
